MOAA President retired Air Force Lt. Gen. Dana Atkins presents 2016 Four Star Levels of Excellence awards to Joan Douville, accepting on behalf of her husband, retired Coast Guard Cmdr. Robert Douville, president of the LCOC.

Atkins also presents the same award to retired Army Col. Wayne Rader, president of the Greater Baton Rouge Chapter during the East South Central Region Leadership Workshop held September 14 and 15 in Memphis, TN.
