Purpose: Scholarships are offered to outstanding high school seniors throughout Louisiana who display exceptional potential for leadership through a combination of academic excellence and participation in leadership activities. Applicants are encouraged, but not required, to pursue careers as officers in the United States uniformed services (Army, Navy, Air Force, Marine Corps, Space Force, Coast Guard, National Oceanic and Atmospheric Administration, and Public Health Service).

Eligibility: Applicants must be a graduating High School Senior enrolling as a full-time college student in the next Fall semester. In addition, one of the following requirements must be satisfied:

1. Graduating from High School in the state of Louisiana.
2. If graduating High School outside of Louisiana, the applicant must have:

a. A parent, or legal guardian, in one of the U.S. uniformed services currently stationed, living, or serving in the State of Louisiana.
b. A parent, or legal guardian, currently an active MOAA member living in the State of Louisiana.

    Note: Scholarship award/payment may be delayed up to twelve (12) months, beyond the qualifying Fall semester, if the recipient is obligated to attend military training that prevents enrollment and start of college courses.

Selection Criteria: Preference will be given to applicants that have completed two (2) or more years in a qualified JROTC program or will enroll in a Senior ROTC program or a military service academy. Financial need is not a consideration. Selection criteria is based on: Academic achievement, demonstrated leadership qualities, school and community service, and personal initiative.
